Hong Kong’s leader John Lee Ka-chiu delivers his first policy address since beginning his term as Chief Executive. Lee is expected to ramp up efforts to attract talent to the city as well as address local housing woes, but to urge caution about a full reopening of Hong Kong borders after months of pandemic restrictions.
