The Tory donor at the centre of a “cash for access” row has said there should be a cap on the amount that can be given to political parties because people expect “something in return".

He also said rules should be clearer for donors and praised a US-style system of micro-donations.

"If someone is going to give so much philanthropy, the least they can receive is one photograph and one meal, he said.

"On the other hand it gets more complex when someone is in a business environment and they go and they attend an event and they talk about their business and their needs."
