Montenegro election: Both sides say they can form a majority

Preliminary results give President Milo Djukanovic's ruling DPS party about 35 percent of the vote, just a hair over the opposition alliance.
Analysts describe Djukanovic as both a reformist and an autocrat who has allowed corruption to run rampant.
